EXPERIENCE AND CREDENTIALS
- Todd L. Shulman is the principal and founder of Public Safety Solutions. Todd has over 30 years of experience in the public safety, security and military sectors.
- Most recently Todd was at a municipal police agency in California for 20 years, during which he held a variety of roles including as a detective, crime scene specialist, trained interviewer, computer forensics expert and sergeant.
- Todd is licensed private investigator, and is certified as a background investigator by the California Peace Officer Standards and Training (POST).
- He is also a member of the California Background Investigators Association (CBIA).

SB2 Information
With the adoption of California Senate Bill 2 the landscape of law enforcement pre-
employment background investigations has changed significantly. The new peace officer
certification/de-certification process enacted by California POST mandate new requirements on
background investigators and hiring authorities/agencies. Public Safety Solutions has been fully
trained on the new requirements and can help agencies navigate them to ensure compliance
with the new laws.
California POST has just updated its peace officer Personal History Statement (PHS) form; the
first update in 5 years. The update includes the new reporting requirements of SB2 as well as
expanded information about biases and membership in hate groups. Public Safety Solutions is
well versed in that areas California POST will now be looking for when conducting annual
compliance audits of completed background investigations.
